The City levies special assessments on properties benefited by water main extensions, according to Wisconsin law and Public Service Commission regulations. Assessments can be paid in full or over a 10-year period, with interest. Installments are placed on the property tax bill, and the balance due can be paid at any time.
WCA (Water Capacity Assessment)
This is an assessment to offset costs for construction improvements to the Utility that is based on meter size and is a one-time charge. Based on a 5/8" meter, the 2017 rate is $1,494 (increases $36 on January 1st each year) for an existing building and $2,490 (increases $60 on January 1st each year) for new construction. This assessment can be put on a 5-year payment plan on the tax bill, plus 8% interest per annum, or is paid in full any time before November 1st of any given year. Payment is not due until the property is connected to water and the water meter is installed.
RCA (Reserve Capacity Assessment)
This is an assesment to offset costs for connection to the Metropolitan Milwaukee Sewer System. It is a one-time charge based upon Residential Equivalency. The 2017 rate for a single-family residence is $925.00 (increases $22.50 on January 1st each year) for existing building and $5,550 (increases $135 on January 1st each year) for new construction. This assessment is due the first November 1st after connection or can be put on a 5-year payment plan on the tax bill, plus 8% interest per annum. It can also be paid in full anytime before November 1st of any given year. Properties located in the Norway District (Lake Denoon area) are exempt from the RCA.
